ODDS: Provider Rate Changes

The following was communicated to us from ODDS regarding provider rate changes due to a recent Rate & Wage study. While some raises occurred, we are not included in that rate increase. Excerpts from that communication are below. Read the entire letter here.

During the 2025 session, the Oregon Legislature invested in many important ODDS services. This investment includes an increase in some provider rates. However, due to limited state resources, the increases are not as high as recommended in the Rate and Wage Study. These rate increases are primarily intended to improve direct support professional (DSP) wages and benefits.

In Senate Bill 5526, the Legislature approved increases for:

  • Adult residential services for people with higher support needs

  • Children’s residential services

  • Host homes

  • Children’s foster care

  • Employment services

  • Day support activities

In-home services did not get a rate increase.

Services that do not include direct care did not get a rate increase, such as Professional Behavior Services. This is because the Legislature wanted to invest in wages for direct care workers.

The rates for personal support workers and adult foster home providers are decided through collective bargaining. Because of that, they are not included in this package.

The ODDS provider rate models posted on ODDS rates page will be updated with new assumptions reflecting the legislative rate increases.
